Definition

Full Container Load (FCL) is a shipping arrangement where one shipper's goods occupy an entire shipping container — either a 20-foot (1 TEU) or 40-foot (2 TEU) unit. The shipper pays for the whole container regardless of how much space the cargo actually uses. FCL is generally more cost-effective per unit than LCL (Less than Container Load) for large shipments, offers faster transit times (no consolidation/deconsolidation), and reduces the risk of cargo damage from handling. Most commercial importers shipping from Asia use FCL.

How FCL Relates to Tariff Refunds

FCL shipments generate their own entry documents and are straightforward to track through ACE. Each FCL container typically corresponds to one or more entry summary line items. For CAPE refund purposes, the entry-level data from FCL shipments is clean and easy to analyze from the ES-003 report.

Example

An importer ships a 40-foot container (FCL) of textiles from Shanghai to Long Beach. The entire container is one entry: 5 line items totaling $120,000 in value and $30,000 in Section 301 duties. The full $30,000 is potentially CAPE-eligible.

Frequently Asked Questions

When should I use FCL versus LCL?
FCL is typically more cost-effective when you have enough cargo to fill at least half a container (10+ CBM). Below that threshold, LCL is usually cheaper.
Can an FCL shipment contain goods for multiple entries?
Yes. One container can hold goods with different HTS codes, each appearing as a separate line item on the entry summary. Multiple containers can also be consolidated into a single entry.
