Definition

Less than Container Load (LCL) is a shipping arrangement where multiple shippers share space within a single container. A consolidator (also called a groupage operator or NVOCC) collects cargo from multiple shippers, fills a container, and ships it to the destination, where a deconsolidator separates the goods for delivery to each consignee. LCL is cost-effective for smaller shipments that do not fill an entire container. However, LCL typically has longer transit times (due to consolidation/deconsolidation) and higher per-unit costs than FCL.

How LCL Relates to Tariff Refunds

LCL shipments generate customs entries just like FCL shipments. The duty assessment is based on the goods' HTS classification and value, regardless of whether they shipped in a full or shared container. CAPE refund eligibility is determined by the entry data, not the shipping method.

Example

A small importer ships 3 CBM of goods (not enough to justify a full container) via LCL. The cargo is consolidated with other shippers' goods in Shanghai and deconsolidated in Los Angeles. The broker files an entry for the importer's portion, and duties are assessed normally.
